What device actually is a big question, because there are options, way more than before. Web, Windows, Android, iOS seem like the only questions but there are more, many more. Web is for target devices, most likely all. Windows devices include handheld devices, scanners, computers, and tablets. Android has devices like phone, tablet, and now computers. iOS Apple is for iPhone, iPad, iPad Pro, and Mac books.
Then there is the question about wearables. There are lots of choices, these decisions may restrict you to a platform and change the cost of the project.
So, your business needs a mobile app for a specific business purpose. That’s a great place to be right now, lots of possibilities, lots of choices and with that comes lots of risk. Armed with these tools (answers) you can get accurate estimates, accurate timelines, and most of all, piece of mind that you have done your homework. Scope creep will be minimized or eliminated from your project giving both you and your vendor the chance to succeed.
